This makes sense from a database management point of view. The first list that pops up when you first open the vault is the mods listed by rating and showing the top 100. Since this is the most popular there is a pretty good chance your mod is there, so that is 1 query. Now you start entering text and it looks through that list of 100, which is a quick query.
When you click on the server search button, now it goes through its entire database (think about this as many people doing this) which can place a burden on the server.
So to summarize, it is done this way to reduce the load on the server.
As an example, to see the latest mods in the vault (that is the last 100 uploaded), open the mod vault, select upload date from the pull down menu, and with no text in the search field, hit server search.
