Since the new patch I cannot rebind keys like ALT+A, ALT+Q, ALT+D and probably a few more (those are the ones I miss so far). steps:

1. I want to bind "Select air fighters" to ALT+A
2. It asks for confirmation since it's already in use for Toggle AI
3. I answer yes
4. Nothing changed
