Since the last update 0.8.70 i didn´t gain a victory in GW.
Not for charging an attack on a planet untill ist 100% occupied.
Not for a battle won when Opponent recalls.
Not for a Battle where Opponent was killed.

Also the charging continues to 180% or 200% while in battle, but when the battle was won, the occupation-level of the planet didn´t Change.
