theoretically yes, but steam version is listed as 1.0 and it will not work with a DVD version patched to 3603, if one has DVD and one has steam you have to play over FAF

THe most easy way is that all of you join FAF, cause downloading that great wonder is really the smallest problem. After that create the offline lan LINK of FAF.

Instruction for that was on a wiki page that i don´t find anymore.

I hope that this is still possible: to play FAF offline via LAN

Not sure if this is what you mean, but: You won't be able to play with your friends unless they also get the FAF updates -- you all need to run the exact same version of the game (Sim mods inclusive) for it to work.
