No, its not.
If you add these maps in the pool, game balance will not change. Neither it will if you remove those maps. Your tanks on other maps wont be behaving any different unless you change their stats - now that is a balance matter. What you are talking about is simply map pool matter, nothing more.

The council is a sort of review board with different members of different areas. When they discuss and vote about something, each member has a vote. The player councillor would have the vote of the players.

This means for me, he must be in touch with the players to "grap" the main direction of the players. Certainly you can't make it everyone right, but should try to match with the majority or what you think is best for the player community. That's why it should be a guy that plays and understands the game a lot + well.

So for easy decisions, he knows and does it himself. For difficult things he can open a discussion amongst the players to get their opinion.

Like at work... he is something like a workers spokesman (I don't know if this translates correct).
