I would love to see this as a mod and watch how effective flak will be and how useful other planes will be (ASF and T3 gunships and so on).
fact is also that flak of all kind has packed huge firepower. only bots but all bots shall be allowed to shoot from above. from T1 to T3.
it would be very interesting to see how good they behave against other units. I would bet that every AA unit static or mobile (in good amount and under a shield when comparing it with the continental and no other air transports) would rip them apart because they fly low and slow.

just check the dmg/mass ratio from AA and gunship&units inside.

this would be nice. just as nice as being able to steal an enemy ACU with a transport (like in TA). hehehe!

Specially with the upcoming fix for the Continental that will make the transported units invulnerable while the shield is on to work around the hitbox update lag/bug where a flack hit can explode inside the shield

I think the rationale should be "weapon is mounted on a flexible joint or arm"

So all T1 LABs, Sera T1 Scout, Mongoose, Ilshavoh, Loyalist and Titan, possibily SCUs and ACUs (though it might be very OP as E8400-CV pointed out with the sera SCU+OC or simply with the UEF splash damage upgrade, not to mention Cyb EMP and AA).

The Percy is left out because the cannon is a fixed mount, so with the Brick.

Still have to decide about the Harbinger

also both flare and hunter (aeon and cybran Labs) have weapons in their heads

Also guided weapons like missiles are other weapons that can be shooted from Transport.
