well ... sort of? Wireshark monitors a specific NIC at least ime.
So when you say "modem" to ISP what do you mean, like packets or login details or what not? As I understand any packets sent via your ISP are the same as the ones sent from your NIC only with next hop/shortest path information attacked; the actual packet contents remain unchanged. All routers (kinda visualise the ISP as a big router in this metaphor) can do is decapsulate incoming packets check the destination, reencapsulate it then send it on to the next hop in the path.
All the communication between router and ISP occurs at data link or physical layers - and since WIreshark only sniffs IP level protocols (e,g TCP etc.) it's not designed to interpret or capture this technology.
