This is, at most, a graphic bug, although it may be annoying if the opponents have the same information (it's an indication for how long they still can use a single tax missile to snipe it, or one strat bomber, and the longer they wait, the more mass is wasted on an upgrade that doesn't finish because the building is killed). In replays, I see it on several different maps, not just canis. It happens sporadically, and I don't remember if it happens only in team games or also in 1v1 games. I also don't know if opponents actually can see this, but it is a possibility if I can see it as an observer.
