I realize not EVERYBODY is like this, but it's things like this that really make somebody want to leave and not come back, especially when Steam multiplayer seems to be getting more populated and doesn't have these issues.
As others have said, you could just host the maps you want to play. When I was new I preferred multiplayer as well, and that worked pretty well. Also, as others have suggested, try twin rivers for a popular, slightly more open map.
If you're having trouble getting people to join, you can host as an all welcome. They should fill quickly. I'm not really sure what you expect people to do about it if they don't... people play the maps they want to play. If worse comes to worse, you could probably just play a few gap of rohan games or whatever, win them, then go up and you can join the other games.
There is a certain irony to you saying that you don't want to play with people of your rating because their skill levels are all over the place, and then complaining when others don't want to play with people of your rating...
