I strongly suspect this is a driver issue to be honest. I was able to get my 7970 dual stable for 2 months after a refurb, but then one day there was a crash, and then it happened pretty retgularly thereafter.

I recall with testing that 12.06 beta catalyst drivers worked for me in one system iteration but I went back to windowed mode. Then I tried duals again and it was crashy mchappy. I suspect if you find the right and likely older drivers you could get duals to work. Just a theory though, it's probably something in the engine.

I have read that its actually an FA engine issue - and that dual monitors are really only stable in vanilla - I'm not 100% sure on that. I do know post 3599 that getting duals to run is a Sisyphean task on FAF though.

In regards to performance it will come down to single thread performance, but also you know it will come down your systems ability to manage overhead - so you will at least need something pushing at 3Ghz with two or more cores. Also there is a fair bit of perf degradation with older C2Ds, so I imagine the speed of the cache and the bus would play a significant role as well. Apart from single core frequency, your connection will also be the major bottleneck. No point upgrading a PC if your main bottleneck is packetloss.

You must be one of the lucky few. I have an GTX 570 in my newer PC and a GTX 285 in my older PC: and on both I can't run Dual Screen. Something like 20% of games results in a crash if I do.

I've got a GTX 560M in this Laptop. It runs maxed 1080P at 60FPS with not a drop in sight, AA off, at all Zoom levels, until I select something. As soon as I select even a single unit, BOOM 10FPS... I've given up trying to fix it.

The curious part is my Family PC, the only one of the Intel CPU machines to not have this problem, and the only Intel machine with an AMD GFX card... Admittedly it is also by far the most powerful, with an i5 4670 and HD7870, but it's still curious.

HOWEVER, Regarding multiple monitors and Supcom:
I used to have dual monitors set up with my ATI 4830 and it was great when it worked. But it caused freezes and lockups. After much troubleshooting, I eventually disabled the second monitor to prevent the game crashes. I have not even attempted it with my newer NVIDIA 650ti. There are many forum threads about the dual monitor problem. If you have dual monitors working now without any crashes, then I would say leave it alone and keep your current graphics setup. Don't poke the hornet nest.

And regarding your CPU, your Intel 4670 is great for Supcom (as I am sure you already know).
