OR we could adjust the range so that SMD will not fire the missile if there is no way it will reach nuke in time, the range ring would also reflect this effective range instead of trigger range.
Plus some extra coding to counter anti-nuke overkill.

When a missile launches and it doesn't have the time to reach the missile that is not a bug. As far as I know the range is spherical and when it lands on the edge it just doesn't have time to reach the missile and I think that is intended.

With the range you still need to keep in mind that a nuke slightly outside the SMD range will still inflict damage within it's range.
