I wanted to create a topic on Tech Support forum about some problems with joining a game; I'd understood that i needed to read all the rules, basic troubleshooting topics and so on as the text in the read field aboce says before i can post. I've read it all, used search, tried some stuff, it didn't help. And now I still can't create a topic there for unknown reason - I've read everything I should and still I'm not allowed to create topics.

So I want to understand why. I still need to find a solution to my joining problem and can't even ask about it at the appropriate forum.
