As far as balance goes, I'm not sure how I feel about a landed vessel being immune to AA. Build a ripper, but keep him landed and now I'm forcing your air to patrol the area until I take off.

That said, being able to kill a ripper while it's being built is equally annoying but for the builder this time.

Considering how much collateral damage AA does when it misses 'grounded air' I wouldn't be against changing this but low priority in my book.

From sometime I have noticed, that ASF (and other AA fighters) are able to shoot on ground based air units using its AA equipment (from t1-EXP like Ripper and etc.) Is this intentional change? Cuz It was different, and was better when ground staged air tech's were acquired only by anti-ground weaponry.
