This has been discussed/tested many times over the years, but due to the mechanics of the game engine no one has ever been successful at creating a viable naval transport.

I was thinking it might be a cool addition, filling the need for transports where you have naval superiority but not air superiority (or the destination is covered in flack). To compete with air transports during normal games, would be slower moving but have a higher capacity.

I realise that most of the role is filled by amphibs in later game, but gives the opportunity to give support of non-amphibious units (flack, shields, mobile missile launchers), as well as the ability to move your harbs/loyalists/titans over water in late game.

Plus en mass naval landings would be sublimely cool.
