a new crappy copied map could be rejected in seconds so i dont think map mods will have problems with spam.
overall i think the mapping forum should be more active

Where will you find the programmer to do this, is irrelevant, but does pose a difficulty nevertheless.

Wipe all the current ratings and do a 'map of the week' topic on the forum/client where we're all encouraged to play, rate and review a particular map.

Next time there's a tournament make sure a couple of rounds are on good but underplayed/new maps.

+1 for this. It would be good to have certain maps be verified to be balanced and have a certain visual quality.

The rating system doesn't work because ugly maps get very high points because of a few people who play these weird rule maps all come over to give them high points. The people who make nice looking, well balanced maps don't get this and are behind from the first go.

So these maps don't show up high in the rating system, which means that they'll not be played soon. A filter that removes them after 3 months will just add a problem instead of taking it away...
