1. No mixing of any kind for any reason
2. Mixing is acceptable when as a result of captured enemy tech
3. Mixing as a result of two players building in the same sea is acceptable (though some may stipulate that these should operate as separate tactical units).
4. That there are no rules in ranked matches and mixing as a result of shared tech from an ally is acceptable.

Personally, I subscribe the the 4th of these options. I think all forms of mixing are acceptable in a ranked match. Ranked matches by their very nature should not have house rules or artificial unit restrictions. However, in a non-ranked match I will respect restrictions in line with option 2, provided they are explicitly stated in the lobby or game title.

I think you will find most players subscribe to option 2. If you have aquired enemy tech, most will recognise it as fair gain.

And the answer is no. There might be some who would whine about it if you capture tech, but those either missed that you captured it (so just explain it) or are idiots and you should take advantage of the inbuilt fancy filter function :D

And yes, this is pretty much for setons. In most cases people don't really seem to care; part of the game so it's fair.

Even if it's a teammate that gave you the engy. Seton is not FA, and only a part of the players that play seton don't want mixed navy for obscures reasons.
It's up to them to make it clear before the game starts, or write a mod that disallow it entirely.
