but I think that we can't be overly critical of root's weaknesses, when we have a huge chunk of the player base that has a much lower hard drive capacity to put it in your terms.
Remember: of the around 6700 people in the leaderboards only about 1600 are above 1000 and only about 400-500 above 1500. The last represent the mind and heart of FA, but a huge mind with an atrophic or non-existent body.
People we need a body, in order to do this we need to adress the thousands, and we do not only need to be but also seem welcoming and not arrogant.

So, they figured that to hell with their global rating, if they can be king of the hill in their own league or division.(You get those cool avatars-1st of my league or division among other things).
The biggest inaccuracy in my opinion comes from the fact that a sizable part of the community is effectively idle. You will see players with 1500ish ratings, a little lower or bigger that have no such skills but maintain these ratings because they dont actually play ranked games, or play too little or without variety to be correctly evaluated. Even so, more than 3000 players have a less than 800 global rating, but these people exactly, won't find a fair match(usually) because very few of their kind play competitively. Thus a newbie without any experience whatsoever is usually forced to play with players, that although of moderate skill, are actually very "advanced" for them. This could be extremely disheartening. A newbie with an actual skill of 0-100 may play with a player of a real skill 800-1200.
He/she would be leveled from the first minutes of the game, but they expectedly not take their defeat lightly because they do not know how the rating system works. All they see is that a player of say 1400 or 800(them) is murdered by a player of 800(actual skill). Maybe getting a global rating after a big enough number of ranked games could be a solution(say 100-200), yet difficult because the entire rating system would have to be reworked.

Honestly what I do when there are specific maps I want to play is host a game and pick the map and specify the ratings I'm looking for. Why is that not viable? You can make your own "playlist" by switching through the various maps. I don't even think it would take longer...

Your skill cant improve if you only play the same maps you already can win - try it! play the other maps too... People who quit more than 3 games in a row a specific map type or opponent skill rating should be BANNED from 1v1. This is my opinion.
You can see it from the other side, I hate it to be overrated if a higher skilled player don't want to play with me a specific map. Its annoying and time wasting... and I want at least a fair maybe-I-can-win-chance against a higher rating player. How would you feel if you win against voodoo for example? Glad, right? Isn't it fair to give 1000ish people a fair chance to beat you? ...
come on... ;) play not just 50%, play 100%

If your really that desperate why bother searching ranked anyways? You will have to quit more than you play.... Just host a custom.
