I think that the problem is with the calculations the game engine is running (something we can't change) and not with the units. If I have my facts straight this is why the projectile was added to the Cybran PD as it was only delivering 33-66% of the damage potential on a moving target. With the Seraphim beam, as Pip was saying, they just added DPS so that things pretty much broke even with the other point defense. Something to do with the engine not being able to correctly calculate an instant hit without the projectile to track...
