Basically instead of having fake money, just have it set up like a tipping comp. So you could opt in for each league, which would announce all the games played in 1v1 that you have opted in for. So if you just wanted to tip the XP ladder you could, or you could tip all games.

At the end of each season, tally the points from correct 'tips' and winner gets a avatar or prize or something like that.

However, I must say, players not being able to bet against each other is kind of boring. I understand the issue with smurfing, and how people could just amass points for additional e-peen, but couldn't that just be fixed with an IP check? Isn't that how the banning system works anyways?

I know just about enough coding to make an IRC bot.
The issue will be getting the start/stop information from the in progress game.

It would be nice to get two links into chat.
The first stating that Player X(rating) is playing Player Y(rating) on Map, link to live replay
Second stating that betting has closed, here is the ratio of the bets X vs Y.
If at the minimum it did this, it would already be awesome.

Commands to bet on a particular player in that game based on certain odds to do with their rankings
Updates your "total" to reflect your betting ranking depending on whether you win or lose

It would have to be that you can only bet in the first... 3-5 minutes of a game at most, otherwise you could just bet whenever you knew one player was in a winning position.

Summary:
Ability to bet on ranked games between top 100 players.
Betting against the system makes most sense. With odd built in based on player rating.
Ideally it would be nice to be able to see a betting ladder.

The benefits of such a system have been listed above.

The actual detail about how it is done can be worked if someone thinks they could make something like this.
