This is why I said theoretically. In practice, the deviation seems to always remain roughly between 200-300 pts.
If you play lots of low quality or unpredictable all welcome games your rating can shift quite a lot, raising the uncertainty in your rating, and further lowering game quality.
The difference between 900 and 1100 can be as little as 101 pts, should still take at least five games to bridge, unless you are playing like 70% quality games, which I wouldn't recommend. I personally don't usually play games with lower quality than 90%, 85% occasionally depending on the situation.

Just wanted to add, your stamdard deviation (meaning the average deviation of your Performance in a match from your rating) is 110, not 330, the rating that is displayed is the so called 3 sigma percentile, meaning 3 times the sigma=standard deviation below your average rating. DisplayedRating = avgRating - 3 * deviation. Due to the properties of a normal distribution the expected rating will always be above the displayed rating with a probability of 99.7% (see https://en.m.wikipedia.org/wiki/68%E2%8 ... 399.7_rule)

Just to clarify what others have said.
Your rating is given as a normal distribution.
In this case 730 is your mean (or expected value), with a standard deviation of 330.
The greater the number of games you play theoretically the lower your SD gets,

For in-lobby purposes it is the lower bound of this part of the distribution which is displayed, essentially the game is saying you will perform AT LEAST as well as a 400 rated player.

TLDR: you are rated as a player who is at least 400 rated.

What do you mean by "true" rating? The number that is shown when you hover your mouse over your rating in lobby? If so then it is the same for every other player. Everyone has slightly higher rating number there. The number that is next to your nickname is calculated by you trueskill rating minus deviation.
