Their acu is made of nanites. Maybe too hard to make a massgen and powerful pgen inside it.

Seraphim was added later. Aeon had a faction advantage with double RAS in the vanilla game. Both Cybran and UEF had single RAS. Actually, your question is backwards When Seraphim came along in FA, lore wise the Aeon drew their tech and beliefs from the seraphim, so sera also got double ras.

Typically Cyb/UEF (who you forgot about) had a stronger single RAS, but now that RAS is out of the game meta wise (tbh its probably for the best) its irrelevant

It's always been like this in the game since release and no one thought about it at any point. That's the best explanation I can give.

I was watching Heaven's eco tutorial and I was wondering why. Nobody complains about it so I assume balance is in order with it absent. But why exactly?

Is it because Cybran have the best experimental mix coupled with a very good T3 phase and therefore it isn't necessary? Please explain the reasoning behind it.
