In general, I like any buff proposal to the UEF :) but Atlantis has wonderfull AA with splash and can fight pretty well vs Sera T3 subs. 20 broadswords with attack move, one Atlantis to refuel, some Summits and some shields and you can smash any naval army. No buffs needed.
