Aside from that the focus should be on developing players; lets give people the confidence to try ladder, and reward them for sticking with it. For example we could do themed ladder pools with changes preceded by some kind of community map focus event. This would give people a chance to learn the incoming maps in a safe environment (read unranked) before refining those same skills in ladder for the next 2 weeks/month.

We want to avoid giving new players 20 different maps in their first 30 games, or blocking them from developing understanding of the map pool. By improving player retention we are much more likely to get a good pull through of better players (which everyone wants, right?).

Longer term we can work on systems whereby players can opt into larger map pools, but we need to be realistic about the amount of time it will take for things like that to get developed.
