while thats technically true for all upgreadable shields, in game it applies only to cybran ones as they are cheap and fast to upgrade, and you tend to have more of them in the first place, and they go down more often.
of course, you could use this trick for all factions, but for uef it would be a relatively rare (and risky) event, and as such it might be best not to include this there as a general rule.

Yes.

Seraphim are missing a T1 gunship and a T3 gunship.
Cybran are missing good shields and T3 PD.
UEF are missing a really good potent ground EXP.
Aeon are missing T2 Fighter Bomber and have poor TMD radius.

Plenty of other examples, Cybran with their special units which have dual purposes, UEF with their shields on most units, Aeon with their almost ASF interceptor, Seraphim with their incredible shields, there is a substantial amount of faction diversity built around a core similarity. It isn't as diverse as a 3 way faction setup like exists with Starcraft where the units are pretty radically different but you have majority same unit types but of varying strengths.

No race has a clear outright advantage across all theaters of battle at each tier which is why it is interesting.
