Allow Strategic Missile Defence to be built on water

Tac missile defence can be built on water, as can all anti air options. Nuking navy late game or naval sea bases has been a pain for a while, and although SMD on water has very low HP for cybran, the only faction without a floating shields I think it would result in higher quality gameplay

What do you think about this? It should be a very simple change to implement

I have to agree. In the LOUD AI project, we permit SMD to be built on the seabed which works very well.

you can build your prod close to the shore and cover it with smd there
you can dodge nukes with your navy

having under water smds would improve factions that can actually shield it like non cybran disproportionately

You cannot always dodge nukes with navy

Specifically, phantom games are particularly bad for short range (and often undogeable) anti naval nukes.

Im pretty sure the concept of a naval unit being able to build and deploy anti nukes is something that is being looked into.
Personally, I wouldnt want to be able to build an SMD on the water, it would be a massive pain to defend an imobile structure like that from navy. Enemy battleships would kill it, then you would get nuked anyway. A better option would be if strat subs/seraph battleship/dedicated antinuke units could build anti nukes then it would function as a good gameplay mechanic.

if you place it on the water it will be too easy to snipe
if you place it under water it will still be easy to snipe but even more annoying to scout

if your concern is that nuking navy is op in phantom then make a mod that enables you to build smd on water and use it in your phantom lobbies

i won't consider phantom or other non-default game modes when making balance changes

edit: made a mod that allows you to make SMD on water
