How do I play on those two maps as UEF?

hover is vulnerable to air and etc, as well as t2 hover if you go that route else i don't really know the problem unless you give a replay, might not be the water at all that is your issue, but something else

On FP, T1 spam works very well for me (albeit cybran, but I can't see UEF being less effective). The UEF com is also better able to contest the opposing bluff with the four mexes.

High noon I have no idea really, I have not played it much on ladder and suck at it. Battery of Mavors should do it. :P

I have lost to early assault bases placed on my shores by the enemy ACU, and have used it successfully once, but most players are alert to it.

Perhaps try missile cruisers while making the water a no-man's land for enemy subs and shipping?
