Run as admin and WinXp sp3 compatibility mode. If it's not working it simply doesn't for for whatever reason on your computer. :/

no i'm doing all this.. so i have to figured out what i did to my PC during the last year so that it wont work anymore..

this is all i found as explanation (windows protocol about crital application error):
Name of the broken modul: MohoEngine.dll, Version: 1.0.0.1

Well , maybe reinstall and repatch SupCom and try again. More ideas I haven't.

I have a question with regard to the mouse pointer. Whenever I click and drag to make a selection box on the map, it never is below my mouse pointer. Same is true when I try placing units down for the armies, they always get placed to the right of where I click. Also when zooming in by the scroll button, it acts as if it is focused somewhere to the right of my mouse pointer. Is this an elevation issue or a bug with the program?

In options check the 2 "AutoSnap" options + use the editor in windowed mode not fullscreen.

I get the error:
"The procedure entry point ?GetPlayerColorName@Moho@@YA?AV?$basic_string@DU?$char_traits@D@std@@V?$allocator@D@2@@std@@H@Z could not be located in the dynamic link library MohoEngine.dll"

Any suggestions? : ( I placed the Map Editor in the /Supreme Commander/bin and tried running it as administrator.

How to resize an existing map? From 512x512 to 1024x1024

I dont think there is a "auto resize map" Funktion hidden somewhere ;)
You can export the Highmap and the Stratums, resize/shrink them and import them into a new map with the new, correct size.
But probably it will need some love later as this perhaps creats Bugs in the map (Areas arent passable anymore, for example) as well as it might look ugly at some points.
The Props and the Markers need to be done manually.
