If the jester is too good for its cost, nerf it. Really the whole factory rolloff thing is a completely invisible and unintuitive idea - and as such should be sorted so that the game makes sense. Faction diversity should not equal new players needing to learn hundreds of minute value changes, such as air factory rolloff times!

The thing is, they don't.

Unless you are playing on a very small map or playing very competitively, none of the factory rolloff times are that significant. So there is no need for new and/or casual players to learn them.

a good player does have to know these differences as depending on the map it could greatly affect them
FA is a game of economic micromanagement (what StarCraft players mistakenly call 'macro') and tactical trumping (e.g. T2 PD countering T1 Spam).

Then he know if he goes cybran it's something he might have to deal with, especially if he goes air first!
