About every 2nd game in self-hosted 6v6's I encounter a new player (with 1k+ rating and 100+ games played) I haven't played with before with sub 200 CPU yet 3 simspeeds below everyone else with 200 cpu. .

These are people with laptops. The laptops work just fine for the first 5 mins of the game then overheat and thermal throttle.

The solution to this is a CPU lookup table to CPU pass mark bench core single threaded.

The singlecore speeds for Passmark are from better-cooled systems than the average laptop, so would still result in the same problem. And on the other hand it would not take into account stable overclocks, as used by many FAF player with a desktop. E.g. i5-2500(K) is ~222 at default, ~190 at 4 GHz.

People with slow pc shouldn't expect they can ruin a game for 11 other players. Exactly the same why shooters autoeject players with bad ping.
