Is there a "README" file anywhere? I can't seem to find one.

I really just want to see everything it changes/adds and how to enable/disable features if at all possible.

Supreme economy is calculating the assists use of nukes wrong. They seem to have strange calculation anyways. It is starting to blink when you assist with engis from 40 mass use to 80 mass use and back. With the e happens the same. If you assist more it starts to blink more frequently. The E use is calculated wrong since the engis E use is shown seperate without mass use but the blinking e Use is wrong.

A bit weird explanation. Try yourself cheat paragon cheat a nuke launcher and add 160 t1 engis. Watch the number in supreme economy mod. There is definately something wrong.
