Unknown sim mod/Quality of performance bug?

What's up with this unknown sim mod in lobbies I'm seeing lately? I believe it's QoP but no confirmation that it's only that mod. Is this a known issue because I haven't heard anybody talking about it. Is there a fix? Currently using the legacy/old lobby

In meams the mod is not uploaded in the vault.
