t1 upgrades for blackops acu commanders.

I guess it makes sense for range to go to 50%.

Test I.

5iver Survival land,naval
Setting: +10*(god)
+ Blackops v12

via xtreme wars proxy.

Missing: No icon support mod.
Cons: nada
Pro: everything worked.

Cons: 3 tier upgrades didnt work for any acu- had to use 2 tier upgrades. Though 3tier regen worked.

Note!
* Level up for the first 30-60 levels is very fast, after that its a real pain. In most we got under 300 levels for acu. This kills fun a little as with other tvgs with same settings we got 3000-6000 levels. Level up is very limiting and slow. Good for base/units bad for player acu.
* Hydro Plants reset their level when new tier reached. That be a bug! Happened in all 4 maps.
* For player acus 50% range is kinda limiting. Its godo for base & units but player acu should at least have 75 or 100% range.
* Nukes are kinda useless now. They give a small advantage but as they level up really hard to make for the time invested in them.
* Also it might be a bug where blackbox maps tier 3 upgrades sometimes not work with tvg mod. It happens random- on/off bug.
