supporting factories

Right now i am kind of confused how you can decrease the costs of factories.
After my knowledge mexes and pgs next to facs should decrease the cost. But on pgs i dont really feel it and i tested it with 2 t3 mexes next to the 1st factory and no t3 mexes next to the other factory. but they were both just as fast.
And do mass storages and energy storages also do something?

they will be as fast as before, but it will cost slighly less.
Storage won't do anything.

Does it also show the cost difference?
because when i watched the cost of mass and energy for the same unit in both factories it was the same.
and each supported with 10 t3 factories it took exactly the same time to build something.

Again, the time won't change. And yes, the cost will be displayed.
