Afaik the TA IP made a weird way and ended up at Atari these days.
And I dont think they are highly interested in it, neither it should be too expensive.

Wargaming World Limited bought the rights from Total Annihiltion. 
So that are great news, but it could be that Total Annihilation 2 is f2p.

Before doing F2P, Wargaming was specialized in TBS and RTS, hence the name of the company.

F2P RTS is a very bad idea IMO, you would have to have some pretty sweet cosmetics, because there is no way I would play with one that was designed around a progression system.
