T2,3,4 builders can't make factories w. restricted Supports

In BlackOps Unleashed (also stated here) builders of appropriate tier should be able construct T2 & T3 factories, however with restricted support factories they cannot make any of them but the basic T1.
With this restriction they should still be able to make the primaries which in FAF are the HQ Factories.

In fact, they should be able to make both the HQs and supports by default since this part of the mod enables exactly that, which is the ability to make the T2 & T3 primary factories with the appropriate level builders.

Lots of changes have been made in making them FAF compatible. This is among them. The mod adds units and abilities, but don't expect changes to core gameplay elements.
