Game freezes as i move the mouse [SOLVED]

Menu or ingame
When in the menu area the background animations and music freeze whilst moving the mouse.
In a game all animation and music freeze whilst moving the mouse.

Its a new windows 10 64bit install, just Steam, Origin and a couple of games installed.
Tried just basic SupCom FA, then FAF and all exhibit the same behaviour
Tried running in windows7 compatibility, same.

win10 64bit pro
i5 3470
GTX 1070
16Gig
1TB SSD

All drivers updated

Anyone able to help me play this game?

Sound - make sure your sound hardware is set to Stereo. Surround sound can cause this - and - frequent random crashing.

yh i checked that, also tried disabling the sound(the realtec motherboard and the nvidia sound) via device manager

Hmm...ok...it's not a sound hardware issue. Something is hammering your CPU then.

Ive got NFS most wanted and Project cars2 installed and both fine, its pretty much a brand new install.
On supcom i dont even have to start a game, just in the start game menu everything freezes, background/music when i move the mouse. Its specific to this game alone.

I was just going to try and capture some of whats going on and hit the 'windows+G' keys to screen capture and the mouse freezing went away for a while.. started a game and the stuttering went away, brought the game capture thing back up and it went away again... how weird is that?!

You said it's a fresh win installation,

Did you install DirectX9c ?

No i didnt install DX9c, ill do that now then if the problem persists ill add the game log.
This wont install on my machine, either get a 'newer version already exists' or 'you must be running win98, millenium etc'.

Can you point me to the one the works on Win10 64bit please?

Using windows xbox functions to record gameplay(was trying to capture the issue), suddenly all smooth like butter... for as long as i was recording, then within 2 minutes of stopping the recording all back to animations/music stopping whilst the mouse was being moved

I don't see anything in your game log, but it appears to end just as the game begins.

Yh the issue is evident in the menu as soon as the game loads up, as soon as i start a game its unplayable as everything freezes whilst i move the mouse around then kinda catches up when i stop moving it. Just stopped the game after trying to put a couple of buildings down
