C:\ProgrammData\FAForever\cache\temp.fafreplay

Windows does not allow you (the client) to access this file.
(Maybe you started the client as admin ?)

Please delete everything inside C:\ProgrammData\FAForever\cache\ and try again.

After the latest update (3705) FAF wants to repeatedly download update information each time I play a game or do a replay especially if I have restarted FAF. It's slow and time consuming.

Also nearly every replay desyncs early on even though no one is leaving the game or anything.

Is this the place to report issues like this ?

Is there an up to date list of outstanding issues like this that the development team already knows about ?
