If you are using the official FAF client:
go to map vault and see if there is a button saying "Upload".

IF THERE IS NOT THIS BUTTON "UPLOAD":
Download "Downlord FAF client" and go to vault -> map -> "Upload map..."

i wasn't going to reply but the map breaks a number of requirements for the tourney, i implore you go to revise them first

Can you not keep changing submissions? pick one and be done with it. maybe make the original submit better instead of making a new one
