As i told you, i will write here.

I think would be a good idea to select the 12 or 13 players for imba cup using the ladder rank, so it would estimulate people to play more ranked games.

And another rule that i think would be fine is that the player must be active on ranked game...

This sounds like a great idea for IMBA Cup 3. This would resemble the European football leagues, except instead of being forced to play you are given a spot which you can give up to a rank below you. I still think that the selectionals should be open to anyone though.

@Godfather: As I told you, i though your idea interesting, but won't change it for this imba cup. From what i know, i tried to choose the 13 players who deserved the most to play this imba cup, in term of level.

@TA4life :Why do you say Selectionals are not opened to everyone? Of course it is.

I meant for imba cup 3, if the top ladder players get automatic placement, then the selectionals should still be independent of the ladder.
