you are looking in the wrong folder. and at the wrong file. (also you may need to add it in yourself, but not in this case
)
to make a successful theme you will need many folders and files.
themes are based around the contents of the "res" folder in the faf install directory - so look in there for help, and examples
if you look at some of my later themes you can see i changed the color of the "mods" in modded games to orange.
to do this place formatters for the objects (copy from the "res" folder in the faf install directory) into the theme:
<theme_directory>\games\formatters\faf.qhtml
faf.qhtml is for regular games
mod.qhtml is for games running any sort of sim mod
tool.qhtml is for.... the tooltip which appears when you mouse over. i think
for example in my faf.qhtml it contains:
