It probably is still there, because it makes sense. Think of it:
The graph shows the percentage of active players over account creation date. When people log in for the first time they are "active" for one month. So the last month in the graph should always be close to 100%. As more and more people lose interest the rate goes down. The retention rate you see here for a given account creation date is not set in stone and can still decrease as more players from that date stop playing.
In other words: There will always be a spike in the last six months of the data, but there will not always be a spike around march 2019.

It does look like a slight increase in retention, though. Would be interesting to see how steamlinking ends up affecting it.

edit : yeah of course the report stats only count the reports submitted via the new report form, so only a few months worth of data
There are around 300 reports atm I think, total (from the new form).

what's the difference between "completed" and "handled" reports ? Since completed + discarded =/= handled

Completed => report has been reviewed and completed (lead to an action or not)
Discarded => Fake report discarded, e.g. no replay indicated or missing critical info, etc
handled => the last moderator to have touched this report (the reports can e in "processing"' waiting state, e.g. if we wait for someone to send the replay file, also if someone revokes the ban he will be the last moderator to have handled it, etc)
