I don´t really understand your question either.

You can grab a copy of "Supreme Commander" and "Supreme Commander: Forged Alliance" ( short FA ) on Steam. If you download and install "Forged Alliance Forever" ( Short FAF ) then FAF is a lobby mod allowing you to connect and play with all users of FAF.

If you insist on not using FAF, the best way would be to look for or found your own Steam group. There are lots of Steam group dedicated to a certain game and creating one allowing for FA players to join that group should be easy enough.
