In teamgames the best counters are a bit faction dependent, but you should know those by now. The best tip to these kind of tactics in teamgames is to scout, like a lot. Scouts are hugely op as they still provide some intel while shot down so you will always be able to see their plans. The crucial point is to start your counter WHILE they are still busy with doing the preparations, not when its done, since both tactics are good when properly executed/rushed and you have nothing to counter them. In my opinion thats how to counter them, not a simple button press when you notice t2 pd's popping up. Also about the scouting, make your own air fac just devoted to making t1 scouts, relying on teammates for scouting is stupid. Fit these tips into your gamestyle and you'll be +300 in effective rating ;)

Scouting saves lives, make mml before ) / keep up in tech levels.

Aeon double gun - if it's a 5x5 map, then again, scouting saves lives. See the upgrade, and do something, e.g get your own gun, and push while he's busy doing it, take map control, get t2 pds.
Important note is that commanders can't be everywhere, you should try to limit his gun's effectiveness by tying his acu somewhere, preferably with your gun and t2 pds, and rid everywhere else.
10x10, exactly the same principle, except it's much easier. Raid everywhere, block his advance with gun / t2 pds.
